The Utah National Guard is soliciting a requirement for real world medical support (not simulation or role play) under combined synopsis/solicitation W911YP23R0004, which is being issued for Request for Quotations (RFQ). This requirement is being solicited as SMALL BUSINESS SET-ASIDE under NAICS code 621910, Ambulance Services, which has a small business size standard of $20 million. For vendor’s quotes to be considered, you must be registered in SAM.GOV under this NAICS code or very similar NAICS code, and must also demonstrate your company’s capability to provide role player support in accordance with the attached Performance Work Statement (PWS).

Contract Type / Evaluation Criteria:





The contract type for this procurement will be a firm-fixed price contract for medical support during the UTARNG HRF CTE planned for 6 – 8 May 2023. Award will be based on an all or none basis using best value trade-off evaluation criteria. This award may also be combined with the award resulting from solicitation W911YP23R0003, providing it is in the government’s best interest and if the vendor meets all business size standards for set-aside that may apply; however, a separate proposal must be submitted for both requirements. Proposals must first be technically acceptable in meeting all the specifications outlined in the attached PWS. Recent past performance experience relating to role player support will be used to further demonstrate capability in meeting the PWS. Relevancy and currency will be considered for past performance; the government’s intent is to ensure there is past performance and that it is acceptable. If a contractor has no relevant past performance, the contractor will be rated neutral and not have that count against them. Past performance is intended to further strengthen the contractors’ capabilities. For best value trade-off, the quote determined to provide best value is one that best demonstrates the ability to meet all the technical aspects outlined in this solicitation and the PWS, further supported by recent and relevant past performance. Price will be the next consideration and will be weighted slightly less than meeting technical requirements. In considering best value trade-off, the government reserves the right to award to other than lowest price. Best value trade-off will be used in accordance with FAR 13.106-1(a)(2).







SAM REGISTRATION:





All offerors must have an active registration in System for Award Management (SAM) at time of award in order to be eligible for contract award. All offerors responding to this solicitation must meet all standards required to conduct business with the government, including active registration in SAM and WAWF/iRAPT, and be in good standing. All qualified responses will be considered by the government. In addition to providing pricing each quote must include vendor's CAGE code and Unique Entity Identification Number (UEIN) number, federal tax number, and must include point of contact information.





IAW FAR 52.212-1(k), prospective awardees shall be registered and active in the System for Award Management (SAM) prior to award and be in good standing. Prospective offerors may obtain information on registration at WWW.SAM.GOV. IAW FAR 52.204-7 and DFARS 252.204-7004 Alt A, prospective vendors must be registered in the SAM database prior to award. Lack of SAM registration shall be a determining factor for award and your bid may be disqualified for not being registered and active in SAM.gov.
