REQUEST FOR INFORMATION / SOURCES SOUGHT

Video Surveillance Equipment



This Request for Information (RFI) is for market research purposes only and does not constitute a Request for Proposal or Quotation. It is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided; no basis for claim against the Government shall arise as a result from a response to this RFI or Government use of any information provided.



Pursuant to FAR Part 10 Market Research, the purpose of this RFI is to:



1. Determine whether the Government’s needs can be met by products customarily available in the commercial marketplace, with or without modifications. If not available in the commercial marketplace, whether the Government’s needs can be met by products used exclusively for governmental purposes (non-commercial).



2. Determine the customary practices regarding customizing, modifying or tailoring of products to meet customer needs and associated costs.



3. Determine the customary practices regarding warranty and typical lead times for delivery after placement of an order.



4. Obtain input from relevant market participants related to the quality of information provided in the attached draft specification document (Statement of Need/Statement of Objectives) in order to ensure a future solicitation will include sufficient information necessary for an interested party to submit a reasonable proposal or quote.



Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This RFI in no way obligates the Government to any further action.



Submission of Information:



Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market research/RFI including commercial market information and company information.



Companies may respond to this Request for Information via email no later than November 29, 2022 at 11:00 am MST to: Jen Brown, Contracting Officer, jen.brown@noaa.gov



Please provide the following information in your response:



1. Name of Company, Address and Unique Entity ID (UEI).



2. Point of Contact name, phone number, and email address.



3. Business size applicable to the NAICS Code 334220



4. Company designation in Small Business Programs: i.e. 8(a) Small Business Concern, Hub Zone Small Business Concern, Service-Disabled Veteran Owned Small Business Concern (SDVOSB), Woman-owned Small Business Concern (WOSB), or a Small Business Concern.



5. Identify whether the company has active, relevant government-wide contracts, such as SEWP V or GS Schedule.



6. Statement for Proposal Submission:

a. Confirmation that your company intends to submit a proposal or quote as a prime contractor if a solicitation is issued as a result of this RFI.



7. Provide information to address purposes 1-4 listed at the beginning of this document. We specifically request thoughtful criticisms of the specifications document, to address questions such as the following:

a. Does the document provide sufficient detail to be able to submit a reasonable quote? If not, what information is missing?

b. Are there any concerns about the specifications we’ve provided? Are we specifying something that is custom or doesn’t exist?

c. Which specifications, if any, seems excessive, or insufficient for our purposes? For example, is the internal memory too much or not enough?

d. Are there any concerns about the ability to meet the security protocols described?

e. Which specifications, if any, may result in significantly higher cost than may be necessary to meet the basic need?



Interested parties:



Need to be registered in the System for Award Management (SAM), sam.gov. Failure to submit sufficient detailed information may result in considering a company as not a viable source and may influence competition and set-aside decisions. Regardless of the information obtained from this Sources Sought Notice, the Government reserves the right to consider any arrangement as deemed appropriated for this requirement.



Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.



After a review of the responses received from this notice, a pre-solicitation notice and solicitation or combined synopsis/solicitation may be published on a Government-wide Point of Entry (GPE). It is the potential offeror's responsibility to monitor the GPE for release of any future solicitation that may result from this RFI. Responses to this RFI will not be considered adequate responses to any resultant solicitation.
