REQUEST FOR STATEMENT OF QUALIFICATIONS

Arc Flash Analysis and Electrical Studies
SOLICITATION #CF18108-1

This Request for Statement of Qualifications (“RFSQ”) is issued in accordance with State of Utah Procurement Code, Utah Code Annotated (UCA) Chapter 63G-6a, and applicable Rules found in the Utah Administrative Code (UAC). If any provision of this RFSQ conflicts with the UCA or UAC, the UCA or UAC will take precedence.

Purpose of this Solicitation

The State of Utah, Division of Purchasing has issued this RFSQ to obtain statements of qualifications from companies interested in providing Arc Flash Analysis and Electrical Studies with the intent to establish an open-ended approved vendor list. Vendors approved during this process will be prequalified for a period of 12 months after which time an approved vendor must resubmit qualifications for evaluation and renewal. The State retains the right to reopen the solicitation to allow additional vendors to submit responses at any time, but no longer than every twelve months, during the term of this open-ended approved vendor list. The RFSQ can be reopened for any reason the State deems appropriate.

This Approved Vendor List will remain open on this event CF18108-1, after the initially closing of this solicitation CF18108. Vendor who would like to a submit a response after the closing of CF18108 may review this solicitation to submit a response. This event will be left open continuously. Accordingly, please submit all responses to cassideefeinauer@utah.gov instead of uploading them to SciQuest.

Closing date and time

The closing date and time for this sourcing event is October 11, 2023 at 11:00 AM Mountain Time. After this time, it will be re-opened again unless and until the State of Utah or Division of Facilities and Management decides not to accept any more responses for this Approved Vendor List. The State of Utah reserves the right to close this solicitation early for any reason, such as if there is not a need to gather more responses for this portfolio. Background

The Division of Facilities and Construction Management, and possibly other end users, is seeking qualifications and technical proposals for Utah State Building Arc Flash Analysis and Electrical Studies from Electrical Engineering and Design Build Consulting firms to furnish the State of Utah with an arch flash analysis and labeling study as well as possible other electrical studies for statewide owned buildings.

Issuing Procurement Unit, Conducting Procurement Unit, and Solicitation Number

The State of Utah Division of Purchasing is the issuing procurement unit and conducting procurement unit for this RFSQ (referred to as “the State”). The reference number for this RFSQ is Solicitation #CF18108-1. This solicitation number must be referred to on all bids, correspondence, and documentation submitted to the State relating to this RFSQ.

Awarded vendors added to the Approved Vendor List will be working with Division of Facilities and Construction Management.

New Technology

Pursuant to Utah Administrative Rule R33-12-502 the awarded contract(s) may be modified to incorporate new technology or technological upgrades associated with the procurement item being solicited, including new or upgraded: (i) systems; (ii) apparatuses; (iii) modules; (iv) components; and (v) other supplementary items. Further, a maintenance or service agreement associated with the procurement item under the resulting contract(s) may be modified to include any new technology or technological upgrades. Any contract modification incorporating new technology or technological upgrades will be specific to the procurement item being solicited and substantially within the scope of the original procurement or contract.

Evaluation of Statements of Qualifications

Each Statement of Qualifications received shall be evaluated for responsiveness in as outlined in the Utah Procurement Code. Pursuant to Section 63G-6a-410 of the Utah Procurement Code this RFSQ shall be evaluated by the objective criteria described in this RFSQ. Statements of Qualifications submitted must comply with the prerequisites and questions sections of this RFSQ. Any Statement of Qualification that does not comply with the prerequisite and questions sections will be deemed non-responsive and will be rejected.

Any exceptions to the content of this RFSQ, including the prerequisites, must be protested in writing to the Division of Purchasing prior to the closing date.

To be responsive and responsible Vendors must review and respond to the following sections of this RFSQ: Prerequisites, Buyer Attachments, and Questions.

  • The Prerequisites Section contains the objective criteria that will be used to evaluate the bids, including the mandatory minimum requirements and general requirements that Vendors must certify that they have read, understand, and agree in order to submit a bid.
  • The Buyer Attachments Section contains the required State of Utah Terms and Conditions of the RFSQ, which are non-negotiable, the General Provisions which apply to this RFSQ, and any additional required forms.
  • The Questions Section contains the questions that Vendors are required to answer in order to submit their Statement of Qualifications.

Vendors must review each section carefully. Vendors who provide a "yes" response to the Mandatory Requirement questions in the Question Section will be added to the Approved Vendor List.
