This is a performance based contract. The contractor shall be rated on the quality of the work based on completed quality assurance (QA) surveys that will be conducted by the government monthly. See Appendix A for Performance Requirements Summary.



If the contractor is planning to use a subcontractor, the term “contractor” in this SOW may also mean “applicator”, depending on context. The applicator must heed the same requirements in this SOW as the general contractor.



The contractor shall provide all personnel, labor, equipment, supplies (except as noted in #3 below), transportation, tools, and all other items necessary to carry out a full and complete pest management service contract, based on the requirements of this PWS for buildings in TEAD North and TEAD South found in APPENDIX B.



The government will provide rodent traps (i.e. black boxes, Tin Cat Victor traps, etc.) to the contractor. The contractor shall place these traps and maintain them according to the schedule in this PWS. The contractor may request certain types of traps be procured by the government for the contractor’s use.



The contractor shall have received proper training and hold a valid DoD pesticide applicator’s certificate or State of Utah commercial applicator’s certification for all categories of pesticide applications or pest control performed. Provide the government with proof of current pest applicator certification. The certification shall remain valid throughout the life of the contract.



Control pests according to the provisions of the IPMP or as approved by the government. Use Integrated Plan Management (IPM) techniques as outlined in the IPMP to the maximum extent possible with emphasis on nonchemical control methods or, if chemical action is required, with pesticides that have the lowest level effect on the environment, personnel, and non-target natural resources, plants, and wildlife. Some chemicals are banned by the DoD and it’s important for the contractor to ensure they are in compliance with the current list.



Additionally, the pest contractor can only use pesticides at TEAD as approved by the Command Pest Management Consultant (PMC) per TEAD's pesticide use proposal (PUP). Please see TEAD's current IPMP for complete details.



The contractor must comply with the requirements specified within TEAD's current IPMP to include, but not limited to, submitting daily pesticide application reports via IPMS: (environmental.amc.army.mil/).



Do not store or mix pesticides on-site. Transport off-site any unused pesticide for appropriate disposal.



The contractor should expect to receive work orders daily by the COR. These will be sent via text message, email, or may be communicated in person. The Contractor shall communicate with the COR when work orders have been completed (text, email, or in-person).



Example of work orders would be to clean rodent droppings in and around desks, cubicles, vehicles, etc. and for the removal of dead rodents and/or other animals in or around buildings, as needed.



The Government estimates this requirement not to exceed 1 work order per workday per year based on customer complaints. Depending on the nature of the service request, non-urgent work orders (i.e. ants infiltrating into a break area) shall be completed within 48 hours of contractor notification. However, some urgent-type work orders (i.e. removal of dead mice in the medical clinic) shall be completed within 24 hours.



Types of pests and Priorities of pest management control (in order of priority):



Disease vectors and medically important pests: spiders (Black Widows), bees, wasps, and rattlesnakes. Mosquitoes & gnats are controlled by Tooele County and the contractor should not attempt to control them.



Real Property Pests: subterranean termites (surveys of wood structures done every 2 yrs by others) and bed bugs. These pests will be dealt with on a case-by-case basis and will be eradicated by others, as necessary.



Stored Products Pests: food items stored in the food service facilities (i.e. B-1252 Ammo Grill) can become infested by stored products pests. Pests found in stored food in the past have included saw-toothed grain beetles, red flour beetles, carpet beetles, and other dermestids. There are no food establishments in the TEAD South Area.



Ornamental Plant and Turf Pests: tree borers cause tree and shrub problems annually along with sod webworm, armyworms, and beetles. Contactor should not plan more than 2 times per year for these issues.



Vertebrate Pests: The principal vertebrate pests are mice and gopher. Mice are a major problem in storage igloos and are effectively controlled by applying bait to the igloos throughout the year. Ammunition handlers, who must access igloos, have been trained on how to manage dead mice and nests to prevent possible exposure to Hantavirus. Only the contractor and other, authorized personnel shall set trapping devices such as sticky tape, bait stations, and curiosity traps. Building occupants are not permitted to set traps.



Stray dogs and feral cats shall be captured by the contractor based on complaints by the building occupants (historical data indicates an average of up to 5 dogs/cats per year combined). Contractor shall coordinate with Tooele County for the dogs/cats to be taken to the county shelter or other means as agreed upon with the county.



Other animals such as coyotes, raccoons, and skunks meet the criteria of vertebrate pests. Contractor shall notify the THE GOVERNMENT to contact the USDA/APHIS Animal Damage Control, P.O. Box 26976, Salt Lake City, UT 84126, 801-975-3315 to make arrangements for a state/federal certified/licensed trapper to be used. If dead wildlife, such as an eagle is found on the installation, the contractor shall contact the THE GOVERNMENT who will then contact UDWR to remove the remains.



In accordance with TEAD's IPMP, the COR will coordinate with TEAD's natural resources manager prior to taking actions against vertebrae pest to ensure the threatened & endangered species act is not violated.



Bats have become an issue in the Peterson Depot warehouses. Currently, TEAD rents 4 large (90,000 sqft) warehouses for storage. Bats have been living in at least two of the facilities and have created messes with guano and urine. Many bats are now protected under the threatened and endangered species act, therefor the contractor shall not take any action against bats until all appropriate and relevant coordination is performed and approve by TEAD's natural resources manager. However, the contractor shall plan on cleaning up the messes on a monthly basis.



Household and nuisance pests: Examples of household pests include filth flies, ants, cockroaches, crickets, earwigs, beetles, and spiders and may require control in food service facilities, warehouses, igloos, offices, and other administrative buildings.



Birds (Pigeons, Blackbirds, Starlings, and Sparrows). Contractor will need to provide their own equipment to reach the required heights necessary. The Government estimates this requirement not to exceed two times per year based on customer complaints.



Other Pest Management Requirements: Contractor shall be responsible for carcass removal as well as for providing services for odor control (dead animals in walls and crawl spaces) in buildings and other structures on the installation as needed.



TYPES OF BUILDINGS AND SERVICE INTERVALS



The contractor should follow the service intervals as set forth below to achieve acceptable results. IAW DODM and DODI 4150.07 as well as 40 CFR, and 7 USC Section 136, pest control must be based on surveillance and not recurring pest control applications.



During the contract period, the contractor may propose new service intervals to the COR based on historical experience with pest control on this installation and with the buildings thereon.



Below are historically sufficient service intervals previously utilized to control the pest population at TEAD at acceptable levels. Contractor is advised that more or less service may be required to achieve satisfactory results.



Support:



These buildings include administrative, emergency, and recreational buildings used by personnel such as office, medical, MWR gym, and emergency services. Examples: buildings 1, 501, 1002, 1252, medical clinic B-400, fire department, security, etc.



Pest control requirements: The contractor shall be required to control rodents and pests inside and outside of these buildings and monitor the traps at least every two weeks; unless the building is vacant the interval can be monthly, or as needed based on the amount of pests/rodents caught, and customer complaints.



Utility:



Buildings used to house utility equipment such as water wells (well #1 B-531, generators (B-523), substations, etc.



Pest control requirements: The contractor shall be required to control rodents and pests inside and outside of these buildings and monitor the traps at least monthly, or as needed based on the amount of pests/rodents caught, and customer complaints. Access to locked buildings may be arranged through the COR.



Housing:



Buildings used for housing. Examples: old barracks (when soldiers come to stay temporarily (B-114 &116)), Sunset Inn motel (B-35).



Pest control requirements: The contractor shall be required to control rodents and pests inside and outside of the Sunset Inn and monitor the traps at least every two weeks, or as needed based on the amount of pests/rodents caught, and customer complaints. The barracks are typically only used for a few weeks each year but pests should be controlled monthly throughout the year. Access to locked buildings may be arranged through the COR.



Food Establishments:



Establishments used to prepare and serve food. Example is the Ammo Grill (B-1252) which is typically open daily. The Eagle’s Nest (B-1005) is only open for special events.



Pest control requirements: The contractor shall be required to control rodents and pests inside and outside of these buildings and monitor the traps weekly, or as needed based on the amount of pests/rodents caught, and customer complaints. Access to locked buildings may be arranged through the COR.



Manufacturing/maintenance:



Buildings used to manufacture equipment and maintain vehicles and ammunition. Examples: D2M2 equipment shops (B-539), vehicle and facility repair shops (B-507), buildings with paint booths (B-522), etc.



Pest control requirements: The contractor shall be required to control rodents and pests inside and outside of these buildings and monitor the traps monthly, or as needed based on the amount of pests/rodents caught, and customer complaints. Access to locked buildings may be arranged through the COR.



Storage/distro:



Buildings used for the purpose of storing and distributing explosive and non-explosive supplies. Examples include igloos, Area 2 warehouses, and the 4 PID warehouses (B-679, 687,689, 697).



Pest control requirements for non-igloo structures: The contractor shall be required to control rodents and pests inside and outside of the non-igloo buildings and monitor the traps monthly, or as needed based on the amount of pests/rodents caught, and customer complaints.



Pest control requirements for igloo structures: The contractor shall be required to control rodents and pests inside and outside of igloo buildings and monitor the traps semi-annually, or as needed based on the amount of pests/rodents caught, and customer complaints. Contractor shall schedule with Ammo personnel for the best times to access these facilities with an escort. A set time on a weekly basis has been found to work well.



Demilitarization:



Buildings used to demilitarize or process ammunition and explosives. Examples: SPAM (B-1335) and furnace buildings (B-1320).



Pest control requirements: The contractor shall be required to control rodents and pests inside and outside of these buildings and monitor the traps monthly, or as needed based on the amount of pests/rodents caught, and customer complaints. Access to locked buildings may be arranged through the COR.



Vacant:



Buildings that are unoccupied, empty, inactive and not currently serving a purpose. Example: empty admin buildings in the South Area (B-5126)



Pest control requirements: The contractor shall be required to control rodents and pests outside of these areas and monitor the traps semi-annually, or as needed based on the amount of pests/rodents caught, and customer complaints. At times, these buildings will need to be cleaned and prepared for occupancy and the contractor will be asked to ensure the buildings are pest free. Consider this to occur no more than two buildings per year. Access to locked buildings may be arranged through the COR.
