Description

This is a Source Sought Notice Only- The 309th Missile Maintenance Squadron at Hill Air Force Base, Utah requires the purchase of a new (non-prototype) strand burn tester, as well as one standard current production models capable of operations in accordance with the Purchase Description. The machine shall be complete, so that when connected to the utilities identified in the Purchase Description, it can be used for any function for which it is designed and constructed.





It is unknown if this requirement will be solicited on a small bussiness set-aside basis. A set aside will be contemplated, provided 2 or more qualified small business respond to this sources sought synopsis with information sufficient to support a a set aside.





Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. Small business vendors, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran- Owned, Women- Owned Small Business concerns), are encouraged to identify their capabilities in meeting the requirement at a

fair market price.





This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP). This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. It is the responsibility of potential offers to monitor the Government wide Point of Entry for additional information pertaining to this requirement.





Requirement Description: The objective of this effort is to purpose equipment capable of meeting or exceeding performance requirements in accordance with the Purchase Description (PD) requirements that detail measuring the burn speed of propellant samples at various temperatures. This information is used in initial quality checks and ageing and surveillance bench mark testing for various propellant types used in rocket motor performance evaluations. The Contractor shall provide the equipment, shipping, installation, training, and warranty.





Additional Background: The Propellant Lab’s objective is to provide testing for required surveillance of various missile propellants and explosive materials. Strand burning propellant testing provides a crucial data point for ageing material. The previous equipment experienced hardware failures and computer obsolescence issues, and was ultimately condemned after the pressure valve failed, causing a safety issue.
