Synopsis:

1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541611 which has a corresponding size standard of $24.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hub zone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

1. Program Details:

This announcement constitutes a sources sought synopsis for purposes of conducting Market Research. Market Research is being conducted to seek qualified contractors with the skills and knowledge required to support the LCMP-IDE Software Development and Program Support system.

The Air Force is in the processes of preparing an Exception to Fair Opportunity Justification document to gain the required approval to issue a sole source request for proposal to Booz Allen Hamilton, Inc., who is currently performing on Hill Air Force Base contract 47QFWA22F0009, and has supported the Air Force in this capacity for the last seven (7) years.

Statutory authority is 10 U.S.C. 2304 (C) (1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1. This sources sought synopsis is for information and budget planning only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. Booz Allen Hamilton, Inc. is currently the only qualified source that has the requisite system expertise of executing required software development and program support services with the proprietary integrated data environment used by the Sentinel Systems Directorate.

Subject to Government’s consideration, a viable source, not already qualified to provide the requisite services should submit a concise and program specific response presenting sufficient information to substantiate that they have demonstrated:

1. They possess the necessary knowledge, understanding and capability of providing standard maintenance of the proprietary LCMP-IDE program currently in use by the Sentinel Systems Directorate. They have demonstrated Program Management services, including all services related to leading, facilitating, and ensuring the strategic planning, implementation, coordination, integration, and evaluation of programmatic activities and administrative systems are optimized for Sentinel Systems Directorate execution. Furthermore, they possess the capabilities for ongoing acquisition support, business intelligence support, training and facilitation, strategic planning for directorate transformation, communication strategy development and long-range planning, future forecasting process development and improvement. Information Analytics support will use the LCMP-IDE Manpower Module within the directorate and established LCMP-IDE support and sustainment. The effort will include Management Consulting Services, including all services related to the practice of helping organizations to improve their performance, primarily through the analysis of existing organizational problems and development of plans for improvement.

1. They possess the necessary Sentinel missile system knowledge and understanding of weapon system processes and have executed process steps within the proprietary software used by the Sentinel Systems Directorate in the following areas:
   
   
   
   1. Task Order Program Management Services
   
   
   2. Requirements Support
   
   
   3. Mission Assurance
   
   
   4. Information Assurance
   
   
   5. LCMP-IDE Sustainment
   
   
   6. LCMP-IDE Enhancements & Support
   
   
   7. Strategic Communications and Training to include Leadership Training
   
   
   8. The architecture of the system needs to be able to support modifications to support changes as required.
   
   
   
   

This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided.

A determination by the Government not to compete this proposed contract based upon responses to information received will be normally considered sole for the purpose of determining whether to conduct a competitive procurement.
