7/18/23: The Civilian Welfare Fund (CWF) for Hill Air Force Base, UT, plans to acquire the following commercial
services: Vending Machine/ Concessionaires.
The Civilian Welfare Fund (CWF) currently has 17 “Micro Market/Bistro/Canteen” Self‐Checkout Kiosks Vending providing fresh food such as sandwiches, frozen foods, snacks, and beverages; 32 Snack Vending Machines; 168 Beverage Vending Machines to service the Civilian population working on Hill AFB. Additional information and requirements are in the attached
Statement OF Work (SOW).
The Government intends to award one or multiple Firm Fixed Price – Blanket Purchase Agreements
(BPA) based on Best Value IAW DoDI 4105.67(4)(d). This BPA will be a 12‐month contract with the
option to continue the contract for up to an additional four years to be signed in 12‐month increments if
the NAFI CWF chooses renewal. Determination will be made after receipt of proposals. This acquisition
follows the guidance outlined in DoDI 4105.67.
To be considered best value, a technical description of the services being offered must be sufficiently
detailed to evaluate and determine compliance with the requirements in the solicitation and in
accordance with the Statement of Work (SOW).
