The Air Force is looking to purchase Circut Cards (BCA) used in the Explosive System Circut Test Set (ESCTS). These circuit cards are complex and have many electronic components assembled to the circuit card boards including integrated circuit/chips. Due to the age of these BCA, it is expected that several of the electronic components will be obsolete and alternate components will need to be found to replace those obsolete components. This will require the supplier to have the expertise to find correct alternate components and then verify by test that those components function correctly. In addition to the engineering drawing the supplier may need the actual BCA from Hill AFB ICBM supply to help accomplish this difficult manufacturing of new BCA's therefore, a loan/lease of a BCA may be required. The primary purpose of the ESCTS is to verify and electronically test various hazardous systems circuits on Minuteman III ICBM missiles for proper function. The tests also check function of electronic interfaces between Aerospace Vehicle Equipment (AVE) and Operational Ground Equipment (OGE).
Performance requirements for these BCA are listed in the respective engineering drawing: ESCTS1310, ESCTS1420, ESCTS1430, and sub tier documents listed in the parts list/table. The BCA primary performance requirement is to fit and function properly in the ESCTS. BCA's manufactured by the supplier may need to be fit checked and tested in a ESCTS unit at Hill AFB for acceptable function prior to USAF acceptance of all BCA's and completion of the contract.
