Solicitation FA822423R0014 – Instructions to Quoters



Hazardous Material Pour-Down Facility (HazMat PDF) Support Services at Hill AFB



1) This is a solicitation for the acquisition of commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation. Further written solicitation will not be issued. The provision at 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition.



2) This solicitation is issued as a Request for Quotation (RFQ).



3) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2023-04.



4) This requirement is being pursued as a 100% Small Business Set-aside. The 2022 NAICS Code associated with the requirement is: 561210 – Facilities support Services. The PSC/FSC code is R706 - -Support Management-Logistics Support. The SBA’s revenue size standard associated with the NAICS code is $47,000,000.



5) Description of service(s) to be acquired: The Ogden Air Logistics Complex seeks a contractor to support the operation of the Hazardous Materials Pour Down Facility (HazMat PDF) and to provide related services for the benefit of 309th Units at Hill Air Force Base. The Contractor shall provide all management, labor, and equipment necessary to minimize HAZMAT usage while ordering, receiving, handling, transporting, distributing, and disposing of HAZMAT. This shall be in accordance with all environmental regulations, Air Force Instructions, and the Performance Work Statement, dated 12 April 2023.



6) Offers are due by 12:00 PM Mountain Savings Time on Friday, 1 September 2023, via electronic mail to william.lee.66@us.af.mil. Offeror is responsible for verifying receipt of offer. Oral offers will not be accepted.



7) To be considered for award, Offeror is responsible to include the following items in a clean, concise response titled: RFQ FA822423Q0014 and containing the following:

a) The offeror’s CAGE code and active SAM.gov Unique Entity ID.

b) The name and address of the Offeror, and the phone number & email address of the Offeror’s point of contact.

c) Detail to support the offeror’s designation or status as a qualified small business.

c) Supporting information necessary to demonstrate how the Offeror’s expertise and capabilities will be utilized to fulfill the services and requirements detailed in the Performance Work Statement.

d) Details of relevant government contracts or commercial engagements of a similar nature to that requested in this solicitation. (Include contract numbers, and associated references.)

e) To be considered for award, the following format will be required for an offeror's firm-fixed price quote. Quotes must be in US Dollars, and valid for thirty (30) days from the solicitation closing date.

8) Award timeframe: Award is anticipated on or about 8 September 2023.



9) The provision at FAR 52.212-2, Evaluation – Commercial Items, applies to this acquisition.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following three factors shall be used and weighted in the proportions noted to evaluate offers:




  1. Total Proposed Price - Sum of total price for basic requirement and all options.

  2. Technical Acceptability - Determined by evaluating the offeror's quote demonstrating that the firm can clearly meet the specifications outlined in the Performance Work Statement and 52.212-1 Instructions to Offerors. Only information submitted with the offeror's quote will be evaluated for technical acceptability.

  3. Past Performance - Acceptable Past Performance in accordance with FAR 12.206, an evaluation may be conducted of the offeror's past performance providing services of a similar nature in the previous sixty (60) months.



(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).



(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.



10) Offerors are advised to include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, with its response.



11) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause.



12) The clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items, applies to this acquisition. The additional FAR clauses that apply to this acquisition included in FAR clause 52.212-5 are included.
