Description

This Notice of Contract Action (NOCA) is provided by the Air Force Life Cycle Management Center, Armament Directorate, Attack Division, Weapons Branch (AFLCMC/EBD), Eglin AFB, FL, to announce its intent to solicit and award under the authority of FAR 6.302-1 to The Boeing Company, Saint Louis MO, for Joint Direct Attack Munition (JDAM) Systems Engineering and Technical Support/Weapon System Integration efforts. The Government contemplates a ten (10) year Indefinite Delivery/Indefinite Quantity

(ID/IQ) using multiple contract types. The Systems Engineering and Technical Support/Weapon System Integration efforts will include the areas of research and development/derivative programs, correcting deficiencies, aircraft integration, flight test, weapon system integration, test support equipment, software/hardware updates, mission planning, and technical support as required. This effort will provide systems engineering/technical support to manage weapon system issues/upgrades for the U.S. Air Force (USAF) and U.S. Navy (USN).





The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 3204(a)(1) as implemented by FAR 6.302-1. This authority is supported by an approved JDAM Class J&A. A Sources Sought Synopsis for JDAM production, technical support and aircraft integration was previously issued 8 Jun 2022, reference number FA821322R3019.





In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency; any submission is voluntary, and the Government will not reimburse any costs associated with the submission. The Government is under no obligation to acknowledge receipt of the information received, or provide feedback to the respondents with respect to any of the information submitted. Any submission will need to demonstrate how the source can provide qualified capabilities without incurring substantial duplication of costs or unacceptable delays to the program activities. Responses must be received within 15 days after the posted date of this NOCA. Anticipated contract award date is on or before 31 March 2024.





An Ombudsman has been appointed in accordance with AFFARS 5352.201-9101. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer.
