SUBJECT: Intent to Award Sole Source for DREEMS Head Bands to Beacon Biosignals

DESCRIPTION:

The Utah Army National Guard, in accordance with Federal Acquisition Regulation (FAR) part 13-Simplified Acquisition Procedures, and FAR part 6-Competition Requirements, intends to award a firm-fixed price contract on a sole source basis to Beacon Biosignals. Beacon Biosignals is a registered Small Business in SAM.gov and the sole provider of DREEM Head Bands. FAR 6.302-1(a) is being utilized to solicit this requirement as a sole source requirement. The NAICS used for this procurement will be “334510 – Electromedical & Electrotherapeutic Apparatus Manufacturing” with PSC being “6640 – Laboratory Equipment Supplies” and the SBA small business size standard of 1,250 employees. A Sources Sought (RFI) notice was posted on SAM.gov under notice ID W911YP23R0017 for fourteen (14) days from 10 May 2023 until 24 May 2023. At the close of the Sources Sought (RFI) notice, zero (0) vendors responded with their capabilities statement to support the likelihood of meeting technical acceptability. Therefore, the UTNG is pursing a Sole Source Small Business award to Beacon Biosignals.

5 EEG Sensors to Measure EEG:

• A. Two (2) frontal sensors in F7 and F8 locations to measure frontal brain activity.

• B. One (1) ground sensor on the frontal band (Fp2 location)

• C. Two (2) occipital sensors in 01 and 02 locations to monitor occipital brain activity.

Audio

• D. Bone conduction speaker for audio output

• E. 3D accelerometer to measure movements, head position, and respiratory rate/trace during sleep.

INTEREST PARTIES:

Interested parties may identify their interest and capability to respond to this Sole Source Small Business Notice by contacting the UTARNG USPFO for Utah Purchasing & Contracting office within thirty (30) calendar days from the posting of this notice or by 1200 MST 14 SEP 2023. Supporting information must be furnished to demonstrate the firm’s ability to provide the capabilities above. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the USPFO for Utah intends to proceed with the sole source award to Beacon Biosignals.
