Description

NASA/JSC has a requirement for Spirent Federal Systems, Inc. to provide a Global Navigation Satellite System (GNSS) Simulator (GSS9000 Series) with SimGEN operating software and twelve months of sustaining services to the software and hardware.



NASA intends to issue a sole source modification to purchase order number 80JSC023PA003 to acquire the above item and services from Spirent Federal Systems, Inc. The International Space Station (ISS) currently has a Space Integrated Global Positioning System / Inertial Navigation Unit (SIGI) onboard to pinpoint navigational direction of the ISS. Within SIGI, there is a pinpointing device that gathers constellation and other obstruction data to allow the SIGI to determine direction. The current SIGI system was built with a Spirent Federal Systems, Inc. GSS9000 Series GNSS Simulator. NASA has verified that Spirent Federal Services, Inc. is the only provider of the GSS9000 Series GNSS Simulator model needed for the current system located at SDIL, which is one piece of the overall system. No third-party vendors or distributors have the right to sell this commercial item. Therefore, NASA's Software Development Integration Laboratory (SDIL) requires a GNSS simulator to reproduce the data points collected onboard the ISS. If NASA were to source a different simulation hardware and software from another company, the entire SIGI system would require replacing. The costs associated with replacing the entire SIGI testing system is far greater than the cost of replacing the simulation hardware and software.



The Government intends to acquire a commercial item using FAR Part 12.



Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Darrell Compton at darrell.r.compton@nasa.gov not later than 4:30 PM Central Time on August 1, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
