Description

1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.



1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside, and by identifying contracting and subcontracting opportunities.



1.2 The proposed North American Industry Classification Systems (NAICS) Code is 336419 which has a corresponding Size standard of 500. The Government will use this information to determine the best acquisition strategy for this procurement.



1.3 The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.



2. Program Details: The Government anticipates the establishment of a Firm Fixed Price contract to procure Flywheel Modules that is stock listed, for the U.S. Air Force. The NSN anticipated under this Firm Fixed Price contract is 5998-01-693-0625.



The Flywheel Module (FWM), P/N FRU-FWM-03, is a high-velocity-rotational-composite-fiber flywheel assembly within the Energy Storage System (ESS) cabinet that provides an output voltage of 290 to 670 VDC to the Motor Drive Cabinet (MDC) at 190 kW to power the Electromechanical Actuator (EMA) drive motor. The FWM dimensions include 22’’x 24’’x 28’’ (L/W/H) one each, steel enclosure, and has a Magnetic Levitation Module (MLM) component controlling the magnetic bearings inside the FWM. The energy capacity meets 00.7kWh with the Flywheel Speed sustaining 25,000 to 52,500 rpms and a power and energy density of 693 W/kg, 2065 W/litre, 2,43 Wh/kg, and 7.25 Wh/litre. The ESS gets power from MDC and stores it for use on demand when the LF commercial power cannot meet that demand during a raise sequence. The next higher assembly (NHA): The Energy Storage System (ESS), P/N BA23097, is a hardened, electromagnetically-shielded cabinet in the Level 1 Launch Equipment Room (LER-1). The purpose of the ESS is to provide the additional power necessary for Fast Rising B-Plug operation in the presence or absence of facility power.



The Government does not own the rights to the data for the FWM and MLM. Suppliers will need to have or obtain the technical data and drawings from the original equipment manufacturer, Beaver Aerospace & Defense. Attempts to reverse-engineer this part has been deemed not plausible or economically reasonable.
