Description

The Utah Transit Authority (UTA) is requesting proposals for a consultant to perform measurement of its Overhead Catenary System (OCS) Contact Wire on the entire TRAX light rail system. This measurement is to be continuous and geo-referenced.

The intent is for the vendor take the measurements on UTA’s Light Rail System contact wire to determine actual wear and provide a report detailing their findings, a spreadsheet listing the measurements in a linear order and a Google Earth (kmz) file summarizing the condition of the wire based on the parameters set forth in Table 1: UTA LRT Line and Project Installation Data below. The Google Earth file will need to identify beginning and end location data for the different condition locations, the length (in feet) as well as average deterioration rates. UTA is requiring a contactless measurement system be used to produce these measurements.

In addition to the measurement data, UTA is requesting data analysis be performed to determine deterioration rate averages for the areas of track based on the number of lines that traverse the area. For example, on a section of UTA’s main north/south alignment, there is an area where the blue line, the green and red lines share the same track. Based upon the original installation date, current wear condition and current usage, Consultant shall provide an estimate/recommendation for a contact wire replacement program. Consultant shall distinguish locations requiring localized replacement where localized wear requires replacement in advance of more general contact wire replacement.

Finally, UTA is requesting the survey identify existing OCS wire splice locations. A splice location can be extrapolated via the data due to increases/changes in wire diameter over a short distance that seem outside the normal wear characteristics for the surrounding areas. The splice locations should also be verified in the field by visual verification of the location splice hardware on the OCS wire. UTA request the location and length of the splice be provided. In general, most measurement activities on the revenue lines will need to be at night. Measurement activities in the maintenance yards will be done during peak service hours (morning and evening) when the yards are mostly empty and splice verification can be done during the day.

A ground-level survey is not considered compliant with the scope of work for this project. Inspection of items such as down-guys anchors, poles/structures, lightning/surge arrestors, OCS support assemblies, terminations assemblies, balance weight assemblies, insulators, etc. are not included in this scope of work.
